I have the honour to forward herewith particulars

of a post of Deputy Director of Health Services, which it is

proposed, subject to your approval, to include in the

Medical Department Estimates for 1939.

I concur with the Director of Medical Services in

the conclusions reached by him that the Health Division of

the Medical Department requires considerable reorganization

and extension but that no such measures are possible without the creation of the proposed post. Many of the normal

functions of a Health Division are hampered at the best and

at the worst are non-existent in this Colony owing to the

lack of qualified staff, both directive and executive. As

regards the latter I shall address you when the 1939

estimates are more advanced: but in the opinion of

Dr. Selwyn-Clarke, which I completely share, it is highly

necessary to obtain a Deputy Director of Health Services as

soon as possible. For this reason I have obtained the

prior concurrence of the Finance Committee with the creation

of this new post, which I desire to see filled as soon as

possible and, at latest, at the beginning of next year.

I do not conceive that much argument is necessary
